PRESIDENTIAL HACKATHON

Presidential Hackathon is an initiative designed for the Taiwanese government to demonstrate its emphasis on open-source data, data utilization, and practice innovation to address the needs of the country in social innovations. The event aims to facilitate exchanges among data owners, data scientists, and field experts to assemble the wisdom of crowds across government, industry, and private and public sectors. Ultimately, it strives to accelerate the optimization of public services and improve the effectiveness of government services. Looking forward, with the participation of government leaders, public officials, and citizens in joint proposals, hacking practices, and implementation, we can succeed in implementing government innovations and promoting the well-being of the people. During this event, the government will provide published, open-source information or useful information that is currently protected but can be accessed upon official requests and encourage the integration of information from a number of non-governmental sources to produce best practices, and/or innovative services that will benefit everyone in society.

Proposal and submission

Proposal Requirements/Unit(s)
Applicant(s) can submit the application form individually or on behalf of the government agency/department for which he/she works.
Applicant(s) not from any government agency/department must provide a detailed proposal with a related topic, form a team, and creat a contact window.
Proposal Restrictions
The proposal must be a plan that has not yet been implemented. If it is a phased plan, it must also be a part that has not yet been carried out.

    Joint proposals across departments and domains are highly preferred.
    The department rank in the government and/or individual rank in the department will be disregarded.
    Collaborative proposals between the central and local governments with at least two topics covered are highly recommended.

Intellectual Property Statement
The proposal team should specify any intellectual property rights issues that may arise during the proposal implementation period and that may involve a government agency, department, proposal team, and the general public. After the event is completed, we will recommend the dedicated government agency/department contact its proposal team with regard to the use of intellectual property and applications accordingly.

REWARDS

  A participation award sticker label with Presidential Hackathon logo will be given to every team.
  A limited edition Presidential Hackathon T-shirt printed with the team logo will be given to every member of 20 teams selected in the first round.
  A limited edition Presidential Hackathon Exquisite gift will be given to every member of 10 teams selected in the second round.
  5 teams selected in the final round will be personally awarded by the President with a trophy designed by local artists and will be able to have dinner with celebrities from the government sector.

Citizens Express Preference via Quadratic Voting

Each citizen participant has 99 points.
Citizen participants can change and/or correct their scoring anytime during the voting period.

Patch by Planting

‘Patch by Planting’ indicates public realms for potential green coverage improvement through geo-spatial analysis. This project aims at identifying the distribution of the present trees through utilizing diverse open source tools of 'tree calculation'. If the circumstance of a certain potential spot is appropriate, further evaluation should be held to explore the opportunity of "planting trees", and to clarify following actions such as public participation or enterprises donations etc.

Tea offering

Speaking of “HongDay” (Tea offering), one must come up with the unforgettable Taiwanese signature hospitality! What CircuPlus is doing is simply add a bit more technological power of Open Data on top of this hospitality that is deeply embedded in our culture. The “HongDay” APP made drinking water accessible to everyone in need in almost every corner, therefore to reduce the consumption of plastic bottles from the very beginning.

Save energy for wonderful life

Hello everyone, we are one of the hackathon teams, which is composed of the Taiwan Power Company, the New Taipei City Government, and the Institute for Information Industry.
Most high-voltage users have energy management systems, relative to them, although residential users can install a Home Energy Management System (HEMS) to manage their electricity consumption, but HEMS is costly, time-consuming to install and not easy to popularize. Therefore, we built a "non-intrusive electricity fingerprint technology", which use smart meter data (AMI) to decompose the consumption of electrical appliances, to reduce the cost of HEMS installation and get the same energy-saving benefits.
At present, we have verified the accuracy of the model through the empirical research and tuned the model by collecting user characteristics. The public was affirmed and satisfied with these services such as appliance usage and customized power saving suggestions. In the future, it will be presented by App or web pages, so that residential users can more easily accept these services to assist their own power management.

Weather & Health for All

Global warming and climate change has significantly impacted human health. Taiwan has seen record-breaking high temperatures in the past few years. Taipei even reached historical high temperature this July, 39.7˚C. Meanwhile, the number of heat injury cases has increased by 3.5 times in the last decade. To address heat stress and other health impact caused by extreme climate, the Central Weather Bureau, the Health Promotion Administration and the Academia Sinica has formed the “WHA: Weather & Health for All” team, with the aim of developing a weather related health risk warning platform. The platform analyzes the relationship between health and weather data and builds indexes, sets health risk thresholds related to weather conditions, accompanies with health guidelines for different medical conditions. All these will be done on an open-data basis to facilitate data-sharing and applications development, and to maximize data value.

Thaubing Footprint

The project of “Thaubing Footprint” by Green Citizen’s Action Alliance (GCAA) aims at combating environmental issues through the opening of environmental data. By integrating multiple sources of open government data, including pollution records, farmland geodata, factory permit data and tax information, we spotted the illegal factories that have caused serious pollution on farmland in Taiwan, and further identified the factories that have unjustifiably registered as “temporary factories” (which would be soon legalized in situ on the farmland) by taking advantages of the loophole in government's current plan. Through information disclosure, we urge the government to relocate or demolish illegal factories built on farmland, and thereby pursue sustainability of agricultural land and ensure safety of our food production system.

Rounding Team

In order to effectively enhance the ability of patients and caregivers to understand, learn and care for themselves and others, Rounding Team creates a knowledge platform with the help of nursing databases and technology so that people and families who need home care can find accurate information in a transparent, easy and useful way.

Angels of the Aged

Angels of the Aged aims to achieve the most effective government resource allocation to improve home safety and convenience for senior citizens. Coupled with the “House Leasing and Rental Management” and “Elderly Care” policies, “Elderly Home Safety Index” and “Elderly Home Safety High Demand List” will be developed for relevant agencies to enhance the well-being of those in their golden years.

Judicial Helper

Due to the difficulty to understand judgments and if a sentence is appropriate given the particular facts of that case, Judicial Helper’s program simultaneously translates the legal terms in a written judgment into the spoken language to help the general public better understand its content as well as the sentencing system and what is taken into account in sentencing.

Loan Alert

Loan Alert provides a solution to detect loan fraud and tunnelling at an early stage and significantly decrease the number of the cases.

2018 Top 5 Teams of Excellence

Domestic Violence Prevention and Management

The team aims to set up an early warning mechanism against domestic violence abuse to protect victims, especially children and teenagers. Introduce machine learning and artificial intelligence, and build a family risk early warning management system to help social workers allocate resources more accurately to reduce the recidivism rate of child violence and abuse at home. At present, the Taipei City and New Taipei City governments have jointly launched an initiative to promote “Data Quality.” For this reason, Taiwan's Ministry of Health and Welfare has joined a public initiative called “D4SG (Data for Social Good) Program” with reference to the government-public cooperative model between the Department of Social Welfare of both the Taipei City and New Taipei City governments to analyze national families with a high-risk of domestic violence and abuse for home visitors to accurately monitor abuse cases. At the same time, there will be a one-stop service model established for high-risk families. For instance, the Taoyuan City government has begun to enhance its social safety net with reference to the model adopted by the Taipei City and New Taipei City governments.

Legal Aid and Assistance

This team strives to optimize the allocation of resources for vulnerable and disadvantaged groups. The effective provision of legal aid services can be done by combining data analysis, understanding resource coverage, proactively detecting resource allocation issues, finding the best integrated service base, and optimizing the resource allocation required by the disadvantaged and vulnerable groups. At present, the Legal Aid Foundation has begun to review regional performance and identify gaps in order to seek resolutions. In cooperation with the New Taipei City Government, the Foundation also provides a patrolling service to best address most important issues facing citizens of these two cities.

One-stop Rescue Services

The team focuses on emergency care communication and resource integration. Taking Kaohsiung's gas explosion accident in 2014 as an example, there was a platform available to integrate and communicate all relevant units, including the EOC (Emergency Operations Center), the fire department, the health bureau, hospitals and ambulances. This enabled them to communicate and report to relevant units at the same time on the same platform to reduce repetitive procedures, allowing the ambulance, medical and health units to collaborate more efficiently. Thus far, the "One Stop" system prototype has been set up to integrate with data stored in Kaohsiung ambulance mobile tablet system.

Saving water resources

The team uses big data and machine learning to detect tap water leaks. Local water pipe clocks of the sensors will be connected to a big data platform through which data will be collected and analyzed using machine learning to quickly find out the leak location and/or predict the possibility of leaks. This will significantly shorten the check time from the original 2 months to 1 to 2 days. The team has also been recommended and invited to participate in the accelerometer program in New Zealand to help local water companies improve their management of leaks. For instance, Taiwan Water Corporation has begun to use data analysis methods to detect water leaks in outlying islands of Penhu and Keelung thus water leak detection efficiency has increasingly improved.

Government Zero

The team works on air referrals and medical care refinement. Through the electronic consultation platform, electronic form automation, electronic signature signing, medical record data sharing and multi-party instant video consulting services, the team has succeeded in improving the medical care mechanism of air referrals from outlying islands. All relevant regulations and work processes have been resolved and the establishment of information systems has also been outsourced. The systems are projected to go online at the beginning of 2019. It is scheduled to pilot run in Taiwan's Orchid Island and Green Island before extending to other rural areas of Taiwan.
